TrailBlazer Section 1011 Provider As you are aware Section 1011 of the Medicare Modernization Act (MMA) provides funding for emergency services provided to undocumented immigrants in hospitals either in the emergency department or as an emergency inpatient admission, up to point of stabilization. Physicians and ambulance companies involved with emergency care for these individuals are also covered under Section 1011 funding. The Centers for Medicare & Medicaid (CMS) awarded a contract to TrailBlazer Health Enterprises to be the fiscal agent for processing Section 1011 claims and payment.
